What moved in the nuclear fuel cycle this week

This week

This week’s items span the whole cycle: a reactor review, power uprates, fuel fabrication, enrichment, used-fuel research and final disposal. Each was kept because it records a durable fact. Entries run newest first. Each gives what the source reported, the constraint the announcement left out, and the context and history behind it.
NRC finishes its safety review of the first Xe-100 plant
October 30, 2026. X-energy · The Reactor
What was reported. X-energy announced that the Nuclear Regulatory Commission has completed its final safety evaluation for the Long Mott Generating Station, an Xe-100 high-temperature gas-cooled reactor plant proposed with Dow under DOE’s Advanced Reactor Demonstration Program. The evaluation documents the NRC staff’s conclusion that the plant and site provide the safety basis to begin construction under 10 CFR Part 50.
What it left out. A safety evaluation is not a construction permit. The permit decision is still to come, and the release does not say when Dow would decide to build.
The rest of the story. The NRC finished the project’s environmental review in May 2026. X-energy says the design supports a 400-meter emergency planning zone, compared with 10 miles for conventional light-water reactors. Separately, an NRC rule published October 26 and effective November 25 lets applicants use data from DOE and Department of War reactor demonstrations. ARPA-E selects projects for fuel made from recycled transuranics
October 29, 2026. ARPA-E · The Path Forward
What was reported. ARPA-E selected eight projects to receive up to a combined $50 million under its HORNIG program, to develop fabrication, testing and qualification of advanced-reactor fuels. The selections listed total about $44.9 million and include metallic, nitride, chloride-salt and TRISO fuels containing transuranic elements recovered from used fuel.
What it left out. A selection is not an award. ARPA-E says selection for negotiations is not a commitment to fund. The program funds fuel research, not recovery, and the United States has no licensed commercial plant that separates transuranics from used fuel.
The rest of the story. On October 23 the NRC published for comment a petition (PRM-74-1) asking it to apply material control and accounting rules for formula quantities of strategic special nuclear material to reprocessing plants. Comments are due November 23. Mine to Disposal.
DOE offers Constellation $5 billion for uprates at eight plants
October 27, 2026. U.S. Department of Energy · The Reactor
What was reported. DOE’s Office of Energy Dominance Financing announced a conditional loan commitment of up to $5 billion for uprates and modernization at Constellation’s Braidwood, Byron, Clinton, Dresden, LaSalle, Quad Cities, Calvert Cliffs and Limerick plants, adding nearly 1.1 gigawatts.
What it left out. A conditional commitment is not a loan. DOE says Constellation must meet technical, legal, environmental and financial conditions before financing documents are signed and funds flow. Each uprate also needs NRC approval, and more output from the same reactors means more fuel per year.
The rest of the story. DOE says UPRISE has now identified about 4.7 gigawatts, 95 percent of its 5-gigawatt goal for 2029. Its fact sheet also lists a $4.2 billion conditional loan to Vistra (433 megawatts) and loans for restarting Palisades, Crane and Duane Arnold. What the Data-Center Deals Commit the Fuel Cycle To.
Antares adds BWXT as a second TRISO supplier
October 27, 2026. BWX Technologies · The Front End
What was reported. BWXT said its Advanced Fuels subsidiary signed a multi-year agreement with Antares to produce TRISO fuel at Lynchburg, Virginia, with an initial allocation of 1 metric ton of uranium that can increase. Antares said the fuel is made from HALEU and that BWXT is its second TRISO supplier, after Standard Nuclear.
What it left out. Quantities, delivery schedules and technical requirements will be set in future task orders. Neither release says where the HALEU will come from.
The rest of the story. Antares says it plans to produce electricity from its Mark-1 reactor in 2027. Separately, Western University researchers reported in the Journal of Nuclear Materials that silicon is present in TRISO kernels before irradiation, possibly from the silicone-oil bath used to form them. They say its effect on fuel performance is not yet known.
Laser enrichment plant clears its environmental review
October 23, 2026. U.S. Nuclear Regulatory Commission · The Front End
What was reported. The NRC staff issued its final environmental impact statement for Global Laser Enrichment’s planned plant near Paducah, Kentucky, recommending that the license be issued unless safety issues dictate otherwise. The plant would re-enrich depleted uranium tails to natural levels and enrich natural uranium up to 8 percent uranium-235, for up to 40 years. The notice appeared in the Federal Register on October 28.
What it left out. The environmental review is half of the decision. The staff’s final safety evaluation is still pending; GLE expects it before the end of 2026.
The rest of the story. No laser process has yet enriched uranium at commercial scale. GLE has an offtake agreement with Cameco. Laser Enrichment.
Finland licenses Onkalo to operate
October 22, 2026. Posiva · The Back End
What was reported. Finland’s government granted Posiva the operating license for its encapsulation plant and final disposal facility at Olkiluoto. Posiva says it is the first operating license anywhere for final disposal of used fuel.
What it left out. The license does not start disposal. Posiva must finish commissioning tests and inspections, which the radiation safety authority STUK must verify and approve, and it gives no start date.
The rest of the story. STUK’s safety assessment in August was the main basis for the decision. On October 23 Slovenia’s waste agency ARAO and Deep Isolation reported that disposing of TRIGA II research-reactor fuel together with Krško fuel in a deep borehole repository would add less than 0.5 percent to cost, against €65.6 million for a standalone facility. The Back End.
Context: West Virginia leaves the fuel-campus program
September 30, 2026. West Virginia Office of Energy · History and Policy
What was reported. West Virginia, which signed a memorandum of understanding with DOE on September 2, wrote on September 30 that it could not execute the hosting agreement for a Nuclear Lifecycle Innovation Campus. The Dominion Post reported the withdrawal on October 1.
What it left out. The hosting agreement requires plans for accepting used fuel and high-level waste, including from out of state. That requirement drove the reversal.
The rest of the story. Idaho, Louisiana, Oklahoma, Tennessee and Utah signed memorandums in July. DOE describes the campuses as co-locating fuel fabrication, enrichment, reprocessing and waste disposition. The Path Forward.
